On June 22, 2002 the Disability Rights Movement lost one of its Strongest and most Effective Leaders - Justin Dart, Jr. Justin, aptly known as the "Father of the Americans with Disabilities Act," may no longer be with us in body, but his spirit will live on forever. Justin's passion for fairness, equal treatment and "justice for all", has helped all of us to accomplish many things. Justin will be terribly missed, but every curb cut we role on to, every interpreter we use, every time we are handed our material in braille, Justin will be with us.
Justin, in his ultimate wisdom and foresight, left us with some final words and the charge to LEAD ON! We still have a great deal of work to do - Freeing our brothers and sisters from institutions and nursing homes and advocating to maintain the integrity of our civil rights. Justin led the way for us! All of us must now lead the way for others!

2003 NCIL IL CONFERENCE -- The 2003 NCIL Independent Living Conference will be held June 4 - 7, 2003 in Washington, DC. The registration brochures will be available in early January 2003. The conference sleeping room block will also be openned in early January.
NCIL's Position Paper on the 2003 Reauthorization of the Rehab Act -- The National Council on Independent Living and the Rehab Act Subcommittee are proud to present the NCIL Position Paper on the Reauthorization of the Rehabilitation Act. IL advocates will note that there is a consistent theme of consumer control throughout the document. Consumer control over our lives; consumer control over our programs and services; consumer control over the IL network in each of our states; consumer control over RSA.

NCIL is requesting an Additional $25 million in funding for Title VII, Part C of the Rehabilitation Act of 1973 as amended (Centers for Independent Living) to be included in the 2003 budget.
