Independent Living Center of Southeast Missouri opened in March of 1997.  On October 24, 1997, the  Missouri State Government issued a formal proclamation to officially open the center.  The Center was  founded in 1997 by Carol Inman, a former resident of the Poplar Bluff area.

 We encourage people with disabilities to participate actively in society, making cultural and lifestyle choices within their home and community.  Helping them exercise their right to choose (to the highest degree possible) where and with whom they live and to establish their own goals.  ILCSM provides independent living services for family members as well.  We focus on what people can do, rather than what they can not do.

In order to provide Independent Living services to as many people as possible, we receive grant funding through the State of Missouri Department of Secondary Education.  However, this grant is never enough to provide for all those in our service area who could benefit from these programs.
